na, they will sign for the minimum regardless, I thought about it and I think it gives agents more of a motive to get players signed during offseason FA. That will probably be the most active part in our league for both agents and GM's and I would want to make it as active as possible.
Also I don't think there's much of a chance really good players are in FA, because they would rather go overseas then sign for some random team for the minimum
