Just want to make sure everyone is aware of this before we get to far ahead in FA, every team must get at 50 million in paid salary or over it before they can move on to the season (or in other words, 10 million of available cap), if teams fail to meet this requirement they will pay 3x the amount of money they're under and will probably get a team in early debt if they have yet to do articles/recruit. So make sure your over the cap floor by the time day 5 rolls around.

this also applies to anyone planning to go below the 50 million dollar cap floor for whatever reason
on the other hand you are allowed to go over the luxury, as a matter of fact you can go 100 million over the tax and I could care less, just remember you have to pay every $1.80 for every $1 your over (Just like the real NBA rules). To go over the luxury tax you must be paying 73 million or more. Since I doubt many want to dig any early grave for themselves it's probably best to try and get under the tax unless you feel it's necessary to contend. Amnesty cuts and trades are both great ways to cut salary (during the season, trading will be your only option)
