This CBA Agreement last from Day 1 of FA in 2011 until after the 2017 draft, once when the agreement expires, 2/3rds of the league (GM's and Agents) must agree on a new one. Violation of this CBA between these dates may result in fines depending on how bad it is (probably won't happen).
Finances
All GM's must be able to maintain their money, this means keep how much they have up-to-date as well as staying above 50 million in debt. Here is how you gain money as well as the expenses you will have to spend
Expenses
League Expenses=$55 million
Salary paid to players (how much you pay players each season)
Luxury tax=Teams over the 73 million dollar threshold must pay $1.80 for every dollar they're over.
Revenue
League Revenue=$60 million
Merchandise-For every win your team gets you get $1,000,000
Endorsement-add 2 million more for every endorsement your players have.
Attendance- 82/(how many losses here) x 1 million
GM of the year=10 million
MVP=8 million
Defensive Player of the year=$5 million
Rookie of the year=3.5 million
Sixth Man=2 million
1st team all NBA/defensive=5 million
2nd team all NBA/defensive=3 million
3rd team/1st rookie team=1.5 million
2nd rookie team=1 million
Out after 1st round=3.5 million
Out after 2nd round=4.5 million(add 1st round to the total)
Out after conference finals=6.5 million(add 1st and 2nd round to total)
Out after finals=8.5 million(add 1st,2nd and CF to total)
Champion=10 million(add 1st,2nd,CF and finals to total)
Particapate in any All Star event=2.5 million
Win an all star event=5 million (in rookie game/all star game, player must be MVP to earn this).
Money gained as an agent (must have been an agent in the past year to get this).
What's gained from articles
Whatever extra money you have can be used for trades as well as camps and scouting. Scouting will cost 1 million per report (only for potential) and 5 million for a full report.
If a GM gets fired due to debt their team will become an expansion team and the new GM gets to choose the new place and team name if he/she so desires (please keep the name appropriate and the team must stay in America). If an expansion draft does happen, all 29 GM's make a list of 8 players to keep, the rest go into the draft, GM's can only send players under contract to the draft, all free agents (including the players on the former team(s)) are not available for the expansion draft,rookies in the upcoming draft class aren't available either although the GM can still use all the picks they have after the expansion draft is done. The new GM's finances go back to $0 after the full transition (maybe more if they were previously an agent).
Here is how the salary cap will run during this tenure
cap floor=50 million(must be over this by the time FA is over or be fined 3x of however much your under the cap floor).
salary cap=60 million
luxury tax=73 million (for every dollar your over you pay 1.80 on the dollar)
If a GM is over the cap they can use the following
MLE=4.5 million for 1 year
LLE=1.2 million for 1 year
Bird rights=If a team has 1 or 2 bird years they can offer a players 120% of their previous salary, 3 years means a team can offer the full max with 7 years and 12.5% increase.
Other things GM's can offer during free agency:
Player Option, GM's can offer up to 3 years in player options as long as a player has the 1st year guaranteed. Whether a player opts in or not is up to the players agent to decide. If an agent is inactive during the time a player needs to decide (between the beginning of the playoffs and before the 1st day of FA) I will decide for the player, most of the time the player will opt out if that is the case.
Team Option, GM's can offer up to 3 years in team options as long as the first year is guaranteed. The team decides whether or not the player should remain with the team. If a team is inactive during the time they need to decide (between the beginning of the playoffs and before the 1st day of FA) I will decide for the team will to do, most of the time (excluding rookie contracts) I will decide to opt in. Also all rookie contracts will have 2 Team Options in the final 2 years
No Trade Clause (or NTC), any player with this in their contract makes it the agents decision on whether a player should be traded to a team or not. Because of this, it gives agents alot of power since they can pretty much choose where a player should go. I will limit this to 2 players per team so agents can't keep asking for this everytime they come in contact with a GM. Teams can go over this number only in trades.
Unrestricted free agency:Players can go wherever they decide with out the team that previously had them intervening
Restrict free agency:All players that just came off their rookie contracts goes through this,if a team offers a player a deal, the agent and player must make a post detailing the offer sheet like they would for a unrestricted free agent. The team that previously had him they have 24 hours to decide whether or not they want to match, if they match they keep the player, if they say no or don't respond the team that offered the contract gets the player. Not going to do qualifying offers for this, just going to make every player an RFA after their rookie deal.
For trades, both teams must match in salary to make a trade work, no trading of MLE players or LLE. Also no waivebacks or cutbacks. You must also have at 1 1st every two years. You can trade future picks beyond the next 3 years though. Both GM's must agree publicly before a trade goes through.
GM's also get a free amnesty cut, which they can use on players who were signed Before this CBA was made. Cuts can only be done before Sim 1, if GM's choose to save the amnesty, they can only cut players either during the draft or the first 2 days of free agency. Once it's used it can't be used again.
If a player amnestied, GM's can bid how much they want to spend on a players contract once a day is over, whoever bids the highest wins that player. You cannot bid more then what the player previously earned, if you bid more money then the player made in their first year, it will be transferred over to their 2nd year and for however many years until the entire contract is bided in full.
Agents
Agents will be expected to be active as often as they can, agents will be responsible for every player that's apart of their "team". Agents first get players by an Agent draft, and the draft will continue until a majority of the players are drafted. The draft will also be snaked.The remainder will be my responsibility to try and find teams, however I can't make any profit off the remaining players. Once the draft is done Agents will also need to keep track of their finances. The only thing they need to do is take 10% from each player that is drafted by them and add up the total.
An Agent must be an agent for an offseason (from the draft to training camp), until that happens an agent can't be "promoted" to the GM spot. An agent is "promoted" by having the most amount of money out of all other GM's.In the event that an agent is "promoted" the Agent keeps 50% of what they previously earned and give 50% to the league. The next agent taking their spot starts with however much the previous Agent would make in the next year (including endorsements). Since money is cumulative each season for agents like GM's, in a few years, new agents will be starting from the bottom and working their way up.
An Agent can choose not to take a GM spot if they so desire, if that is the case it goes to the Agent with the 2nd most amount of money and so on. I will never be a GM during this CBA and will always remain an agent, even if I have the most amount of money.
Agents can post any complaints for players as well as how much a player wants during FA. However, a player can choose to fire an agent if the player feels the agent isn't getting what they feel they're worth. (I will decide whether or not a player can fire an agent). In the event that it does happen, the agent gets to choose which player they want to replace him as long as that player doesn't have another agent.
Whenever there's a rookie draft, agents will also have a draft just like the agent draft. Order is decided from least amount of money to greatest and this will not be a snake draft. It's also encouraged that agents do a bunch of offers at once instead of being on all day talking to GM's.
Agents can also talk extensions with a GM, a GM can only extend a player when the player is on the last year of their deal.
Sims
Sims will happen everyday and will follow this schedule during the season.
Preseason Sim=Up to All Star break
Sim 1=10 days
Sim 2=10 days(to day 20)
Sim 3=10 days (to day 30)

As you can probably tell by now, FA won't be done the traditional way leagues do it where they sim an entire day of free agency on FBB and wait for the next day of FA, instead free agency will always be happening throughout the day. This means if an agent and GM agree to a deal right away, they don't have to wait the next couple of hours to see if the deal gets done. Instead they post it, I approve it and put the player on the team that sim. FA signings will be uploaded at around 12 am est every night (give or take).
If there are still some good players left in Free Agency after day 5, those good players will go overseas for a year and then come back slightly better then the year before.
