People... Look at the offers you're making. Gonna use Sheddy as an example but he isn't the only one doing it.
7 Mill x 10% = .7 Mill so year two can only be 7.7 Mill
3.5 Mill x 10% = .35 Mill so year two can only be 3.85 Mill
Move decimal to left on spot and add it to previous year.

They are still being entered into the game so it would be very difficult for Player Agent to do it if the rule didn't apply. If it doesn't, I am mistaken.
